His earlier work, Improving Public Health, is a bold investigative essay that exposes the systemic failures surrounding canine public health in Mexico. For years, Fernando has championed humane solutions to the street dog crisis, developing a painless and affordable sterilization technique and a scalable plan to treat and release male dogs. Despite its promise, his efforts have been repeatedly blocked by government corruption, undermining public health even as rabies reaches epidemic levels.
